On April 17, 2025, a federal judge officially ruled that Google is a monopolist in online advertising technology, stating that the tech giant “willfully engaged in anticompetitive acts.”
This news is sending shockwaves through the marketing world — and for good reason. Google controls a massive portion of the ad tech ecosystem, from ad buying to ad placement and data tracking.
The U.S. Department of Justice (DOJ) has officially called out Google’s dominance in digital advertising, claiming it harms both advertisers and publishers. A federal judge agreed — ruling that Google holds illegal monopolies in key parts of the ad tech ecosystem.
The DOJ alleges that Google:
- Manipulated its own ad exchange to gain unfair advantages
- Underpaid publishers for their ad inventory
- Overcharged advertisers by limiting competition
- Used its power to buy up ad space before other exchanges could (a practice known as "bid rigging")
What’s next?
The DOJ is pushing for major structural changes, including the possible divestiture of Google Ad Manager, and even the sale of Chrome — based on an earlier ruling around Google’s search monopoly.
Google has responded by saying it disagrees with the court’s findings and plans to appeal, arguing that publishers and advertisers choose their tools because they work — not because they’re forced to.
